Swimming pool approval for a Dubai villa: developer NOC and Dubai Municipality

A private villa pool in Dubai needs your developer's NOC, and Dubai Municipality's pool plan guideline (DM-HSD-GU34, version 4, 2024) applies too. Pools are the exception to Dubai Municipality rarely being involved in garden work. The owner applies, and we provide the drawings the developer asks for.

Do you need a NOC for a swimming pool in Dubai?

Yes, in the communities we know. Emaar Community Management lists pool changes among the villa and back-garden changes that need a NOC. The DAMAC Living help pages include swimming pool as a request category. Dubai Properties reviews pools. Nakheel communities such as Palm Jumeirah, Jumeirah Park and Jumeirah Islands fall under Trakhees, so modifications need Trakhees approval.

Does Dubai Municipality get involved?

For pools, yes. Dubai Municipality publishes a pool plan guideline, DM-HSD-GU34 (version 4, 2024), and it covers private villa pools as well as commercial ones. We haven't verified every requirement inside it, so read the current version or ask your pool designer. Your developer or consultant will tell you whether a separate municipality submission applies on your plot.

What do you need to prepare?

• Plans and dimensions of the pool and its position on the plot
• Title deed, owner ID and the developer's application form

What else affects timing?

Site access for the contractor can need its own approval. For example, Nakheel lists a refundable AED 10,000 cash deposit (AED 25,000 for construction) and 2 working days for villa modification site access, alongside the Trakhees modification approval. Check your developer for the current figures.
