A pergola is the garden job that most often needs developer approval in Dubai. Here is what to expect and what you'll need to submit.

Yes, a pergola on a Dubai villa plot usually needs your developer's approval before you build. In our experience the NOC takes under a week, and fees vary by developer. The owner applies, and we provide the drawings and details the developer asks for.
Checked 16 October 2026. Rules and fees change, so confirm with your developer before you book any work.
Key takeaways
- Pergolas and shade structures are the jobs we most often see needing a developer NOC.
- Emaar, Damac and Dubai Properties all list pergolas among the changes that need approval.
- Which authority also issues a permit (Dubai Municipality, the Dubai Development Authority or Trakhees) varies by community, and sources contradict each other.
- Pergola height limits and setback rules are usually in portal-only guides. We couldn't verify them.
- Don't build before approval.
Do you need a NOC for a pergola in Dubai?
Usually, yes. Emaar Community Management lists pergolas among villa and back-garden changes that need a NOC. The DAMAC Living help pages include pergola as a request category. Dubai Properties' process covers pergolas and garden structures. In Nakheel communities, modifications need Trakhees approval.
In our experience across these developers the NOC usually takes under a week. Fees vary by developer.
What do you need to submit?
Each developer sets its own list. Dubai Properties' February 2024 guide (seen through a third-party copy, so confirm it) lists existing and proposed drawings, title deed, owner undertaking, passport, Emirates ID and trade licence. In practice you should expect to supply:
- A plan showing where the pergola sits on the plot
- Dimensions and height
- Material and finish (wooden or aluminium)
- Your title deed and ID
We prepare the drawings and dimensions. You submit the application. Green Beetle doesn't apply for NOCs.
Which authority is involved?
For most garden work, the developer is the one you deal with. For a freestanding pergola, sources disagree on whether Dubai Municipality, the Dubai Development Authority or Trakhees issues a separate permit in a given community. We haven't verified this community by community. Your developer will tell you which applies to your plot.
What we couldn't verify
- Pergola height limits
- Setback distances from boundary walls
- Whether a roof, louvres or lighting changes the approval
These are likely in developer guides available only to residents. If you have a copy, send it to us and we'll build to it.
Wooden or aluminium?
Both go through the same approval. Compare the options on our wooden pergolas and aluminium pergolas pages. For gazebos and other structures, see outdoor structures. Pricing for pergolas is quoted after a free site visit.
