Developer NOC for garden work: Emaar, Nakheel, Damac and Dubai Properties

Where to apply for a garden-work NOC with Emaar, Nakheel, Damac and Dubai Properties, what documents they ask for, and which fees are published.

Each developer runs its own NOC process: Emaar through its resident portal, Nakheel through its online services, Damac through the DAMAC Living app and Dubai Properties through eservices.dp.ae or its app. The owner applies, and we provide the drawings and details the developer asks for.
Checked 16 October 2026. Rules and fees change, so confirm with your developer before you book any work.
Key takeaways
- The owner applies for the NOC. Green Beetle provides the drawings and details.
- In our experience a NOC usually takes under a week. Fees vary by developer.
- Emaar publishes no NOC fee for garden work. Damac shows fees in the app at payment.
- Nakheel publishes site-access deposits and a 2 working day timeline.
- Dubai Properties' fees come from a third-party copy of its 2024 guide, so confirm them directly.
- This page lists only what we could find published. Where something wasn't published, we say so.
How do you get an Emaar NOC for garden work?
What needs approval. According to Emaar Community Management's FAQ pages, pergolas, pool changes and any villa or back-garden change need a NOC. Trees must be planted at least 1.5 m from boundary walls, and Damas (conocarpus) trees are not permitted.
Where to apply. Through the resident portal, under the "Home Modifications" tab, or through eservice.emaar.com. Contractors register at ecmpermits.ae, and Emaar's pages state permit approval takes one business day, which appears to relate to contractor permits rather than the NOC itself.
Documents and fees. Emaar doesn't publish a NOC fee or a review time for garden work. One contractor blog mentions an Emaar One app route and a fee of AED 1,000 to 2,000, which conflicts with Emaar's own pages, so we don't rely on it.
Working hours. Emaar's own pages state contractor hours inconsistently: one says 8 to 5 except Sundays with no noisy work from 1 to 3, another says 8 to 5:30 excluding Fridays. Ask your community office which applies.
How do you get a Nakheel NOC for garden work?
What needs approval. Nakheel's online services pages describe villa modification site access. Nakheel communities such as Palm Jumeirah, Jumeirah Park and Jumeirah Islands fall under Trakhees, so modifications need Trakhees approval. Nakheel doesn't publish landscaping-only rules that we could find.
Where to apply. Through Nakheel's online services (onlineservices.nakheel.com).
Fees and timing. For villa modification site access, the pages list a refundable AED 10,000 cash deposit (AED 25,000 for construction), a Trakhees modification approval, and 2 working days. No charge is listed for the service itself.
How do you get a Damac NOC for garden work?
What needs approval. The DAMAC Living help pages list request categories that include landscape, artificial grass, pergola and swimming pool. Damas trees are not allowed.
Where to apply. In the DAMAC Living app, using "Raise a Request".
Fees. Damac shows the fee in the app at payment. It doesn't publish a fee list.
How do you get a Dubai Properties NOC for garden work?
What needs approval. Dubai Properties (Dubai Community Management) reviews pergolas, garden structures, pools and boundary changes.
Where to apply. Through eservices.dp.ae or the Dubai Properties app.
Documents. A February 2024 Property Modification Guide, which we saw through a third-party copy and so can't confirm is current, lists these:
- Existing and proposed drawings
- Title deed
- Owner undertaking
- Passport and Emirates ID
- Trade licence
We've left the fees from that guide out, because we couldn't confirm them with Dubai Properties directly. Ask Dubai Properties for the current fee schedule.
What do all four have in common?
Drawings of what you want to build, owner details and the title deed are the usual starting point. That's where we help. Once we've surveyed the garden, we prepare the plans and dimensions your application needs. For a pergola, see the pergola approval guide. For the wider picture, see garden work permission in Dubai.
What should you do before you apply?
- Ask your community office whether your change needs a NOC at all.
- Ask what the current fee and deposit are. Published figures can be out of date.
- Book a free site visit so we can measure and prepare drawings.
- Submit the request yourself and wait for approval before work starts.
